What does filling the screen at a resolution 1024 pixels wide by 768 pixels high mean?
I’m trying to submit images of my work for a contest. They specify how you submit them. They should be Jpegs and the images should be sized to fill the screen at a resolution of 1024 pixels wide by 768 pixels high. Does that mean that I have to add a white or black background to the image if it doesn’t fill the 1024 pixels wide or vice-versa?

resize to 1024×768 or as close as possible
You images also need to take into consideration the DPI it is made out. If they are to be print quality, then at least use 300DPI for the 1024 by 768 size. These will be large image file sizes, but you will retain the quality of the images.
1024×768 at 300DPI is 3.41-inches by 2.56-inches
1024×768 at 96DPI is 10.67-inches by 8-inches
1024×768 at 75DPI is 13.65-inches by 10.24-inches
Size your images according to the needs of the contest.
